I'm building a website with offers.
I have a custom post type: states, cities, classifieds.
Here I found a search engine solution

That is perfect for me: User first chose the state and then he could browse the available cities.
But how can I do so in the form of adding an offer?
And how to make the choice of state obligatory?
I will be grateful for any hints.

Well - dependent drop-down does not have support with Toolset (CRED) forms. If you agree I can take this request as a new feature request and forward to the concerned person.

They do not have to be drop-down,
but I need dependent fields,

Yes - I understand you want dependent field but at the same time you want to UPDATE the field value of dependent field based on the selection value of the field that is not possible.
If you just want to display simple dependent field - you can use Toolset forms conditional display:

If your requirement is not covered with above link - its not supported.
