After watching Toolset videos, I have found out that I do not have a relationship tab in my Toolset options or in Settings > Custom Content. I install all the plugins available to me and don’t understand why this is so.

The new relationship features are only available in the beta version of Types. I can see you're using Types 2.2.23, which is the latest stable release. Betas are available here in your account downloads area if you would like to experiment. I am also editing your post because it's not a good idea to post your server information in plain view in the public forum. I recommend you use the private fields to add server and login information in the future.
