I am trying to: see the list of my layouts

Can you confirm the issue is still happening without any other Plugin but Toolset and a native WordPress Theme?
You may check that on a staging install if you want.
Then if the issue's gone, you would re-enable the plugins and theme to see when it comes back.
I have also seen this happening when you updated Toolset, but not WordPress.
Both should always be kept updated - in case you have any updates pending please as well test them.
In case the issue is not solved by then, please let me know, as well which plugin conflicts in case you find the culprit.
We can then initiate a compatibility process to fix this.
As well it'll be useful to know after what actions that list disappeared and if you recall any update that caused it.
On clean install I never was able to replicate this issue unless when connected to another incompatible plugin

Here are the steps, that I've come through.
A couple of days ago I decided to update all my plugins (about 15-20) and default WP themes (3).
When everything got updated, and the toolset plugins as well, the issue showed up.
I'm using the toolset starter theme.
I followed your advice and turned off all plugins - didn't help.
Then I switched the theme to Twenty Sixteen - didn't help.
Then I decided to roll it back to the Layouts 2.2. I downloaded it from you website and manually installed it. Didn't help.
Luckily, I did a whole website backup before the update. I restored the backed up version and the layouts list started to work fine.
Then I started updating again all my plugins and themes - one by one and each time checked the layouts list. The interesting thing is that eventually I've updated all plugins and themes, and the layouts list is still working fine.
My conclusion so far - something in the first bulk update might have crashed the layouts list. What exactly - no clue.
