This is not replicable on several installs I tested the update.
It is most likely due to your server or another plugin/theme, however, to proceed for now you can update manually.
To do this, you download the plugins from here https://toolset.com/account/downloads/ and upload them to your wp-content/plugins.
Then you remove the old Plugins or rename them, and activate the newly uploaded plugins.
To fix the issue you see for good, we need to know what is the difference between all my local and online servers, and your server.
Can you attach debug information, and also as much data as you can get about your server hosting?
This should then allow us to determine where the hiccup occurs and we could solve it.
BTW, I also suggest trying, before all of above, cleaning the browser cache, hard reload the admin of your website, and try the update again.
If that still does not work, please BEFORE you proceed with anything else, can you duplicate that site to either a staging install or a Duplicator package for us to test with?

Note, most likely this will not be replicable on any other server. If you have the chance to test on other servers, please let me know if you can confirm this as well.
Please also ask your server host for PclZip version used.
Please also try to remove the registration of Toolset, and then register it again.
Please use the link in Plugins > any toolset plugin > Register to register the site.
It might be that you have registered it with extra www or trailing slashes, this can conflict.
Please note that Installer in Types has been upgraded to 1.9.2, which should fix the issue you had with upgrading our plugins. If the issue persists, in this case, you need to manually update Types and then check for other plugin upgrades in the Commercial tab. After that, everything should work smoothly.
