This thread is resolved. Here is a description of the problem and solution.

Problem:
A custom archive has pagination added but the controls are not showing.

Solution:
In this case there were simply not enough posts to be broken up into separate pages.

I am trying to:
create a blog page with pagination

Link to a page where the issue can be seen:
hidden link
I expected to see:
pagination at the bottom of the page / loop
Instead, I got:

Hi Gary

I took a quick look at your site.

The pagination isn't showing because you don't have enough posts to be broken up into pages.

I changed the number of posts to show per page in your archive to just 3 and then it showed pagination controls.

(It showed controls from both your theme and from Toolset. You'll want to choose one or the other.)
