Only allow predefined taxonomies

I have a user content form where users should apply taxonomies. But they should only select from existing taxonomies not create new ones.

I saw a previous support request, but the solution mentioned there doesn't work. If I click the taxonomy field in the form I don't see the option DISPLAY OPTIONS and cannot select the DISPLAY AS DROPDOWN and I cannot select DON't LET USERS ADD NEW TAXONOMY...

What am I doing wrong?

That screenshot is from the same form, but for Categories?

You should have the same options for custom taxonomies.

If not, I can't really tell why not without taking a look at your site. Would that be possible?

Let me mark your next reply as private so that we can get log-in credentials from you—you may want to create a temporary admin user for us to use that you can later delete. And be sure to have a current backup of your site.

Can you also confirm which form and taxonomy we should look at?

The screenshot is for my custom taxonomy, but apparently these options are only available for hierarchical types of taxonomies and not flat ones. After change to hierarchical the options appeared.

I am not sure why the options cannot be offered for flat taxonomies as the options (presentation as dropdown, not allowing to add by user) has no relation with that type as far as I can tell. Looks it's a bug.
