The developer iHeart to set this up has set it up that way. The reason supposedly why it is set up this way was we could not get the categories to populate and have the option to select the city the way it is structured. Is this the correct way to do it? We had tried to initially do it where we would filter and it would populate the city categories but it did not function properly and populate properly.

Set it up using the taxonomies but the cities would not populate. how it is set up is when a city is selected all the neighborhoods would populate just in case you weren't aware of how it was set up
One more thing for clarity. What I did was create a template for those taxonomy to display like a page. So I have data imported and leverage the Texan army to display the content. That is how the site was structured. I just wanted an easier way to filter to display the neighborhood / taxonomy leveraging toolset filtering set up.
The value for the city in the neighbourhood custom field is not the same as the one in city.
If you notice that the Flower Mound in the City Taxonomy has a slug of flower-mound but the custom field city in the neighbourhood taxonomy has it as Flower Mound.
This is why it is not filtering. The values must be the same.
