[Resolved] New pages default to Toolset Page Layout Template

I am trying to create and edit non-toolset pages. Here's what's happening.

1. Create a brand new page. For toolset it defaults to "Layout for Pages".
2. I select "Don't use a layout" and then in my page attributes, I select a template other than Default from my theme's templates.
3. I publish the page.
4. I then use my theme's page builder to build the page and save the page.
5. Then when I view the page, it has went back to "Layout for Pages". I have to edit page again, re-select "Dont' use a layout", reselect my theme template from page attributes and click on Update page. Then my page will display correctly.

However if I need to do even a minor edit in my page builder, it reset's back to "Layout for Pages". How do I keep it from changing my selection.

This is a development version of a cloned website so I can work on a re-design for the client.
