This thread is resolved. Here is a description of the problem and solution.
Problem:
The issue here is that the user's website is not being responsive even though bootsrap is being used and the correct classes are being used.
Solution:
In this user's case it was a conflict with the Jet Pop-up plugin which was interfering with the bootstrap css. Disabling the plugin resolved the issue.

First of all - After checking to debug information you shared with us, I found that you are using really old outdated Toolset plugins. We always recommend running your site with latest stable release plugin version.
Can you please update ALL Toolset plugins to it's latest version.
In addition to this, is your theme is a bootstrap theme or did you activated the bootstrap from:
=> Toolset => Settings => General tab => Bootstrap loading => Toolset should load the bootstrap 3.0
I have tried to update but im getting this message. I'm currently trying to update on my staging site on hidden link so it won't affect the live site. Would that be causing the issue?

If you are not able to update the plugins, you should try to update manually:
I would advise you to please try to update the Toolset plugins manually from the plugins page:
- Deactivate and Delete all Toolset plugins from the plugins page
- Download the latest Toolset Types plugins you require from your accounts page:

- Upload and activate first Types plugin and then you are free to install and activate all other Toolset plugins.
I think you missed to share the problem URL - can you please share that where you added the view as well as what mobile you are using and what browser?
