I have the toolset Maps plugin installed. there are 2 problems:
1- the javascript files load on all pages, even when there are no maps. here is a taxonomy archive page that doesn't have any maps:

2- the javacript files load very very late, which keeps the pages loading for so long.
please check the waterfall graph of gtmetrix.com for the same taxonomy page above.

is there a way to load the javaxript files only when there is a map? i use the maps plugin ov very few posts out of thousands of posts, it is unfair to get all visitors to keep loading the js files, especially if they load that late.
also, is there a way to avoid problem #2?

No, not yet, but this is a feature we plan to work on.
It will be a filter that allows to turn them off and on where you like.
However, Maps requires those scripts.
They should not slow your site down.
2. About the load time on several posts on a list, this may if the amounts are considerable affect the performance.
For this, I can only suggest to wait for such a feature to be implemented to Toolset.
(We plan this in a wider asset, where you can also control other scripts of Toolset)
You would be notified by the Changelog or Blog Posts about such a feature, or, if you wish I can update you here.

I will keep an eye on the blog posts and changelog. however, I appreciate if you let me know when this feature gets added, as i will postpone using the maps plugin until this feature becomes available.

Sure, hence I set this ticket to "fixed in next release" which has to be understood as "fixed in a next release" (not necessarily the next immediate)
I'll update you here once it's made.
Toolset Maps now has had a lot of improvements in the assets loading.
Other improvements for other Toolset Plugins are still on the way.
