We have enabled DISALLOW_FILE_EDIT and DISALLOW_FILE_MODS settings on our site for better security. However, this is preventing us from activating the Toolset license. Is there an alternate way to activate our license without using the admin dashboard?

You can register sites on your accounts page and then add licence activation codes to wp-config.php.

See https://toolset.com/faq/how-to-install-and-register-toolset/#automatic-toolset-registration-using-php

[update] The systems team pointed out to me that with your server restrictions the commercial tab that hosts the custom installer and automatic updates won't work, even though you are able to register the site as described above.

With those restrictions in place you will need to manage manually updating the plugins. At least that got easier with WordPress 5.5, where you can upload a zip file with a plugin update and it will override the existing installed plugin, rather than requiring you to delete it first.
