The site has the latest versions of WPML 3.9.4, WPML-string,mgmt, sticky-links and translation analytics Plugins
The site is running RC versions of Types, Layout, View, and cred also has stable version of Maps.
I copied over WPML Core with version 3.9.2 and gained access to the admin, but after updating to 3.9.4 it broke again with the above error. The error began the moment I copied over the previews beta version with the 4 RC plugins. I renamed WPML Core to regain access to the admin. This means the debug might not be as helpful.
The site in question is a staging site that I was using just to test toolset's beta/RC and some future ideas for some of our other websites. It is not live so feel free to disable/enable and adjust anything you want.

It seems that this is because the installer in toolset RC is using a different version that is in the WPML. You have to remember that WPML has not yet been updated with the new installer and when both WPML and Toolset are installed they interact with each other to maintain compatibility.
The most I can do is to report this to the team but I would recommend using our stable releases to maintain compatibility.
Okay, I understand. In my view this means you all can't launch the 3.0 Toolset in a few weeks unless WPML is also updated and people are told to update WPML first. Please pass on the report and I will disable WPML while I test and try to learn about the upcoming rollout.
Although this was marked as resolved, I just wanted to highlight here that we have released a refreshed release candidate for Types that should prevent that error from happening.
