The Views and Blocks plugins are essentially the same, just with a different default UI (legacy Views editor or the new block-based editor) when editing templates and Views.

With Blocks installed you can go to Toolset > Settings and specify which UI should be available (including the option of both), so that you can continue to edit Views made with the legacy editor in the same way.

You can go to Toolset > Export / Import to export the Views settings from your old site and import them to your new site. Note that export/import only works for legacy content, it doesn't work for templates and Views made with the block-based editor.
