I tested the framework installer in a sandbox with a fresh install of Toolset + WordPress and I wasn't able to reproduce those errors.
It is possible that it is happening due to specific variables available in your environment.
We'd have to take a look at the site and debug it in there in order for us to try to identify what's causing that error.
You mentioned you're not using the framework installer, but I went ahead and enabled the private fields for you to share the access to the site with us in case you'd like us to investigate it further.The information you will enter is private which means only you and I can see and have access to it.
Our Debugging Procedures
I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.

I'd like to ask permission to make a copy/staging version of your site where I can debug this closely without affecting the live site.

I'm afraid of debugging directly on the live site and cause issues to your visitors. Also, it is important to test a different setup as part of the troubleshooting.

You can make a copy of the website. I have installed updraftplus for backups, which you could use or if needed you can install some other backup plugin.
I created a staging version of your site in a different server using the same PHP version but I'm unable to reproduce the fatal error in there:

The access credentials are the same as the live site.
I believe this could be something specific to your environment or server configuration.
Are you able to reach out to the server administrator or hosting support and ask for the June 18th HTTP error logs to see if there's information in there that help us identifying the culprit of the error?
Yes it looks ok on the cloned site. Though I'm not sure how to install it again on the original site as it could be some temporary problem with the server.
