Are you referring to sending mail to all users when a post is created or do you want to just send emails to all your users in general?

Hi Jean,

Toolset isn't equipped to perform this kind of task. Our Forms plugin is built around the Idea of notifying users about their posts that they have created and not necessarily to send a mail to all the wordpress users.

To do this you will need to use some additional plugin. I was able to locate some resources that should be able to help you with this.
