The repeatable field groups are only offered as an option for the View content when the View is added to a content template assigned to the post type the repeatable field group belongs to.
On your site that is the case, and so I would expect it to appear.
The fact that it doesn't I suspect is because in the settings for the field group, the field group is assigned to a post type, but it also includes a condition to only be available on those posts which are using the specified template. Even though that is the same template you are adding the View to, I suspect it is confusing the code which determines whether to offer repeatable field groups in the content selection.
Do you need that condition for the template in the field group settings?
If you remove that setting, does it then work as expected?

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.
I have set the next reply to private which means only you and I have access to it.
I checked with the clean installation on my local server where only Toolset Types and Blocks plugins were installed and I've created the post type with custom field group where the I've added three repeating field group to this custom field group.
Then when I try to create content template for the single post of the post type and add a view block to that I can see its showing the repeating field group name for selection. There is no issue with that.
I do not know the site history so I'm still not sure why the repeating field group name is not available with the single content template edit screen when you add a view block. That is really strange.
The workaround would be:
- To switch to legacy view and create view from there and add it back to your single post content template using view block or "Fields and Text" block or shortcodes block.

Toolset -> Settings -> General and for the "Editing experience" section, select "Show both the legacy and Blocks interface and let me choose which to use for each item I build".

2. After that, when you'll refresh the page, the "Views" menu option will become available under the Toolset menu.

From this management screen, you'll be able to delete any unused views. You should hover the mouse and you will see a "Trash" link to delete view.
As you already mark this ticket resolve once, please try to mark resolve ticket with different message like "this issue is really resolved now".
