This thread is resolved. Here is a description of the problem and solution.
Problem:
The issue here is that the user had a homepage layout but it won't update the homepage when assigned.
Solution:
In this user's case they had created an archive layout for the homepage which would've overwritten the new layout that the user created.
The solution was to disable the layout that was being used on the homepage archive.
This support ticket is created 5 years, 4 months ago. There's a good chance that you are reading advice that it now obsolete.
