I've just discovered that I can only assign repeatable field groups to a specific post type. This is a massive limitation and cause for me to go back to using ACF instead. I have a custom content template for my home page and I want to use repeatable field groups but cant as assigning the group to a custom post type does not allow me to add a repeatable group. Why this ridiculous limitation that renders them useless for most of my requirements?

Is there any way round this? Could I create a dummy custom post type and then assign the field group to both that and a custom content template that I really want to use for a particular page?

Yes - that could be the alternate solution that a dummy post type dedicated to that page only.
