This thread is resolved. Here is a description of the problem and solution.
Problem:
I can't delete any of my Views whether old, new or else when the Blocks Plugin is active.
Solution:
If you are using Toolset Blocks, you can delete those Views you do not want anymore only if you enable "Show both the legacy and Blocks interface and let me choose which to use for each item I build" in Toolset > Settings > General.
Then the old classic Toolset > Views Menu will appear where you can delete Views
