This thread is resolved. Here is a description of the problem and solution.
Problem:
The new distance filters introduced with Maps 1.4 doesn't work for user meta address fields.
Solution:
Custom search Views are only available for posts, not for users, and so no filters can be added to a Users View, including the distance filter.
This support ticket is created 6 years, 11 months ago. There's a good chance that you are reading advice that it now obsolete.
