I have created a user registration form (via toolset forms), which also have Toolset Forms Commerce enabled (the user needs to pay for registration).
I have checked the access control for this user registration form, and have ticked against the guest user to give access to 'create user with the user registration form'.
However, when I go to the page where the form is displayed, this only displays when I am logged in as the administrator. However, when not logged in, the page does not display the form (the page can be accessed, but not the form).

Would you please temporarily deactivate the Toolset Access plugin?
See if it shows the form for logged-out users. That way you will know if it is a misconfiguration of the Toolset Access plugin or it is another issue.

I am not sure what the issue was, but I simply deactivated Access plugin (and the form was working). When I reactivated the Access plugin, the form is working fine and the earlier issue of it not displaying is now resolved.
However, there is slightly weird behaviour that I am noticing post this. We have various menu items that are only showed to logged-in users with specific roles (driven by access control rules on post groups).
Before I deactivated & re-activated the Access plug-ins, these menu items would only show up when a user is logged in with the correct role. However, post activation of the plug-ins these menu items are being shown even to non-logged in users (however on clicking on any of these menu items which technically should not have been shown) it gives a page not found error and the menu items that should not have been displayed disappear.
Not sure what is causing this.

Would you please go to the settings in question and save them again in the Toolset Access plugin and see it works?
