I am trying to: Use a content template to display a message to users who are not logged into the website.

Link to a page where the issue can be seen: hidden link

I expected to see: Two forms, one for login and one for user creation.

Instead, I got: Text but no forms

Did you also make the forms visible to guest users in the Access settings?

Go to Toolset > Access Control > Toolset Forms and verify that guest users have rights to use the forms in question.

Nope, I did not know that was required. My issue is resolved now. Thank you!
