I am trying to: correct an encoding error

Link to a page where the issue can be seen:
academyofyachting.org/faq

I expected to see:
normal text

Instead, I got:
as “Commodore” or “Past Commodore” or just plain old “Mister” or “Ms.”?

I can perform the mysql query to repair, but I need to know which table to query.
I'm not sure where this is in the database-please provide me the name of the table in the database.

It depends on what kind of information this is, and I can't determine based on your description. Is it part of a post's content? Part of a Layout or Content Template's content? Those things would be in the posts table (wp_posts by default, unless your site uses a custom table prefix).

Is it in a Post custom field? That information is in the postmeta table.
Is it in a User custom field? That information is in the usermeta table.
Is it in a Term custom field? That information is in the termmeta table.

Is it part of the main site information, like the tagline or title? That information is in the options table.

Is it part of a translation? It could be in a WPML table.
