I am trying to:
Enable and disable Tabs cells based on custom field value.

I visited this URL:
https://toolset.com/forums/topic/how-to-create-front-end-ajax-filtering-with-buttons-or-links-2/
https://toolset.com/forums/topic/conditional-cells-in-layouts-only-show-cells-depending-upon-a-type-field/

I expected to see:
If a specific field value is 'foo', a tab cell must be disabled for editing.

Instead, I got:
Not found this option.

Cells, in Layouts, cannot be conditional.

Only their content can, and only if you can insert ShortCodes in their content (so you can use HTML conditional).

This is a very old feature I requested but it has meanwhile been de-accepted and is not implemented.
This might change, as I see the need for it and continue pushing for it.
More voices, like yours, can help to push.

It seems -unfortunately- that for now you need custom programming work which is beyond the scope of our support.

At this point I would suggest you consider contacting one of our certified partners from this link:
https://toolset.com/consultant/

You will get the custom assistance you need to get on with your project.
