Is there any documentation that you are following? Following add new plug in --> Commercial--> chose Toolset Types--> update fails and get error message update package not available.

Is there a similar example that we can see?

When I try to do upload zip file manually , I get the error link has expired.

Hello there,

We're missing your debug information, however, the 'link has expired' error normally is associated with a limitation in the file upload. Either size of the file or a time limit. You might want to check with the hosting support if there are PHP upload limits set to the site and if those can be lifted up.

Do you have FTP or file manager access? Can you try to do it through one of those?

Using file manager you can upload the zipped file and extract it in the wp-content/plugins folder.

Via FTP, you'd have to extract it locally and upload the unpacked folder.
