How can I create a field fir phone number and add it into data of user, and edit this phone number field in Toolset user form?

There is a phone field type available when you are adding custom fields to user profiles (although functionally it is equivalent to a normal text input, and doesn't apply any particular formatting or validation).

You can add custom user fields at Toolset > Custom Fields and then choose the User Fields tab.

These fields will then be available in any user form you create.
