Create a Custom Search using views and results on the different page, no layouts plugin, or is having layout plugin the only way?

It's possible without the Layouts plugin, you can read more about it here:
https://toolset.com/documentation/user-guides/front-page-filters/#4-1-adding-the-custom-search-form-to-a-page-or-widget

You would choose to display only the search form (the Filter section) when you insert the View in a page, and then follow the wizard which will prompt you to either create or/and connect a target page for the results - where you will then insert the results (layout part) of the View as shortcode (The Wizard will guide you thru this process).
