That is really strange.
In order to minimize the cause of the issue and to ensure there is no plugin/theme conflict:
Could you please try to resolve your issue by deactivating all third-party plugins as well as switch to the default theme to check for any possible conflicts with any of the plugins/theme?

I am beginning to wonder if the issue relates to a server setting. I am running PHP 8.3 and the latest version of LiteSpeed Server. However, I've never had this issue happen before.
Hello again Minesh. I checked all of my server settings and nothing is blocking my attempt to save the custom post form. I did not find any server errors. The debug log now only confirms the following below.
I attempted to create a new post form without notifications and that saved without issues. I added notifications and the 403 displayed.

Thank you for the video, the deprecate messages you showed on the debug log should not be a problem as it just warns that in the future versions of PHP some stuff might not work, but it is not related to the current version you have.
Would you please test by deactivating Toolset Access too, and create a new administrator user using the default WordPress Users menu?
See if with that user the same thing happens?
The reason behind the test is that it might be some capabilities change in the settings of Toolset you might have done in the past that is now causing the issue.
See if you can find a clue there, if no, I suggest that you temporarily copy your website to another server to test of the same thing happens or not.
Hello Christopher, thank you for stepping in for Minesh. I discovered the issue. The ModSecurity firewall was putting up random false positives. I apologize for the inconvenience as the issues were only happening for custom post forms with notifications. It still baffles me. Nonetheless, thank you and Minesh for your time and support.
