Are you serious about "considering" whether to add support for BS4 after it has been released?
This is naturally something you should already be planning or better yet started to implement already. You're probably not totally unaware of the growing competition when it comes to solutions like Toolset. I hope you're not going to drop the ball just like that after all these years in the business.
Also, I hope you can come up with a better plan than just dropping the Toolset Starter Theme. Instead, it should also be upgraded to BS4 OR you should point out a specific BS4 starter theme that you'll support to 100% for the foreseeable future.

The current status is we have work in progress for implementing Bootstrap 4 compatibility, and we plan to support it. The consideration is more about what goes into that release and when it happens. Some of that depends on the release of BS4. If they release tomorrow, we would have to consider what can and cannot be released in our next plugin updates, based on the features we're expecting from the alpha, other work that currently exists in the pipeline, and how those two tracks of development can be merged.
I'll be glad to pass your feedback along to the developers regarding the importance of support for BS4 and retaining the usefulness of the Toolset Starter theme.
