[Resolved] Administrator role losing blocks functionality

I am trying to:
I have a user, Communications, that has adminstrator role. They can't use the blocks when adding or editing a post

Link to a page where the issue can be seen:

I expected to see:
Full options for blocks when adding new block
Instead, I got:
what you see in the image.

All other administrators have no issues.

I would like to know how you created the custom role "Communications" - have you created using Toolset Access - if yes, did you used the copy from role dropdown when you create new user role?

Can you please share problem URL where you added the conditional block where I can see the issue?

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

Thank you for sharing admin access details and when I login to admin and checked the plugins page I see that you are using outdated Toolset plugins. We always recommend running your site with the latest stable release plugin version.

Could you please update ALL Toolset plugins to it's latest officially released version. You can download the latest plugin release from your accounts page:

You can install/update Toolset pluigins using the installer plugin:

Once you update the plugins to latest release - Do you see the issue? If yes:

In order to minimize the cause of the issue as well as to ensure there is no conflict between the theme or plugins your are using:
Could you please try to resolve your issue by deactivating all third-party plugins as well as the default theme to check for any possible conflicts with any of the plugins or themes?
- Do you able to spot any theme/plugin conflict? If no:

Yes, please send me duplicator copy of your site as well as problem URL and exact steps I will have to follow to see the issue.

In case anyone else has this issue, and I still don't know what caused this, make sure under page preferences on a page, make sure blocks are active. For some reason on this user, the blocks were all disabled.
