A new localhost site requires new plugins are registered, I believe I have to register the local site on the toolset site. I cannot recall how this is carried out. Can anyone please remind me?

For the new site I decided to download the latest plugins . I did this however and surprise surprise, this morning when I tried to open the intended Localhost website I receive the below message instead.
This is only a test site and I am using it to get to know a few things, such is life!

There has been a critical error on this website.
I have checked the OTGS plugin is activated and the woo commerce plugin is removed.
I open https://toolset.com/account/sites/ but I cannot see how to enter a localhost site.
Is there a way?
