I wasn't sure where you were seeing this, so I checked the page source and note it right at the top of the page, before the head element, even before the doctype declaration.
That's not right, something is going wrong with where that is injected into the page.
It looks like this is a live site. Do you have a version of the site on a staging server where you can do some tests?
I'm guessing it arises from a conflict with some other plugin, or your theme, and so the first thing to do is check if it still happens after switching theme and after disabling non-Toolset plugins. If not it should be possible to determine the source of any conflict through a process of elimination.
Toolset does not add such spacing at the top of the page. There might be a problem of wrong close of an HTML tag on one of the views you used or something like that.
Would you please check that and try to avoid adding any sort of view or WordPress archive or content template on the page and see if the issue goes away?
We will need a copy of the website for further investigation to avoid breaking a live website.

I do see that code in the source also, but honestly, I am not sure.
WOuld you please clarify if the spacing and the code goes away if you deactivate Toolset plugins?
If no, then it is not related to Toolset.
If yes, then you need to check the views you used on the homepage and see if there is some sort of wrong HTML or additional JS code added that might cause the issue.
You can copy the homepage and ont he copied page try to remove all the items of the content and see if the same thing happens.
Also check the theme and see if you change the theme it happens or not.
These are all that I could suggest without having access to the website.
