Problem:
The problem here is that after a migration the customer was not able to see their types CPT in the Types settings screen but yet the CPT was there in the Database.

Solution:

The solution is to check that your database supports utf8mb4_unicode_ci

Next to solve the problem change.
define('DB_CHARSET', 'utf8mb4');" --> "define('DB_CHARSET', 'utf8');".

Also it is recommended that you migrate your websites using the duplicator plugin.
