When adding a new user in the backend it may not be possible to complete the process because of a “Passwords do not match” error, even though only a single password field is shown at the time and hence the message makes no sense.
This can occur when Blocks is active, but it appears to be an intermittent issue that is difficult to reliably reproduce.
The issue arises because of a problem in WP core, and will be resolved when this WP ticket is fixed: https://core.trac.wordpress.org/ticket/52086
Temporarily disable Toolset Blocks plugin while adding users if you experience this problem.
We have several wordpress sites with types, views, and woocommerce blocks, and the bug also occurs at these sites.
Views and Blocks are largely interchangeable, so where it says the problem occurs with Blocks, it may also occur with Views, with the same remedy.
I checked the WP trac ticket and the core issue is not resolved yet.
I found I had this problem using Firefox.
However, when changing over to Chrome, this worked as expected.
The core trac ticket reports that the issue will be fixed in WordPress 6.0
