Character encoding problem using less than or greater than signs for pagination controls

Symptoms

On the front-end, less than or greater then signs used in pagination controls in the View block are replaced with u003c and u003e instead.

This happens specifically with the first pagination option, to output page numbers, where next and previous controls are added.
