With the legacy editor it is possible to create Views that query taxonomy terms.
When it comes to inserting that View on a page or in a template, if you try to use a View block to insert an existing View, it is not possible.
For now you should use the Fields and Text block to insert such a View.
Switch the Fields and Text block to HTML mode, and then click the small orange Toolset button to insert Fields and Views.
Taxonomy Views will be listed near the bottom of the resulting dialog.
Is this ever going to be done? Been waiting over a couple of years for it now. So disappointing.
