I am trying to:

I expected to see:
When logged in there is an edit icon alongside each person allocated to a duty. When clicked the edit form opens on a new display page where the two data fields can be changed and updated. When the submit is clicked I expect to see the record updated.
Instead, I got:
When submit is clicked, the data is not updated. However, if submit is clicked a second time, it updates as expected.

In my website, everything is up to date and the form facility has been working (until now) for over a year.
I have tried a second browser - same result.
I am using Toolset Starter Child Theme. No recent plugins added.

I assume we are talking about a Toolset form for editing post, I suggest you follow our document to setup the edit form link:

If the problem still persists, please try these:
1) In case it is a compatibility problem, please deactivate other plugins, and switch to wordpress default theme 2017, and test again, also check if there is any JS/PHP errors when you submit the form first time

I suspected something had changed with the extensive software upgrades recently, but I have found the bit that seems to be critical. All of my old CRED forms seem to work fine except one that is a bit more complex.
I have done as you suggested and re-built that edit form and it is now working apart from some tidying.
For other Toolset Users, the key seems to be:
"2. Create a Content Template for displaying the editing form"
In my system I was just adding CRED codes wherever I needed them without creating a specific CRED template. Once I created the CRED template, it all started working as before.
I now just need to re-work the other forms so everything is up to current spec.
