I am trying to: Create a site that has members, and each member has an area that is his/her own that only s/he can see and no other member can see, where I can created support tickets specific to that member, upload files for them and have them upload files for me?

Can I do that using Toolset's plugin suite? If so can I get a push in the right direction of how to go about it?

Yes - it's possible with Toolset but at some point, you may require using Toolset APIs which requires custom programming.

We have complete tutorial available using which you can learn how you can build membership site:

I suggest you should go through the above tutorials that will help you to build your membership site.
