installing rtl to bootstrap4

i red the annoucement here explaining that toolset 4 needs to rtl be installed on theme.

Could you explain more detailed how to do it?
Do i have to copy all the rtl files to my server ore just make ref to config ore css child theme?
Is there a way to install rtl into toolset bootstrap4 loading?

I got the news that you should contact the library authors listed at bottom of the Github page for any instructions on how to load their library properly:

In addition to that, I found another source as well if that may help you:

From Toolset - to load the library following step is important:
On the Toolset -> Settings page select The theme or another plugin is already loading Bootstrap 4 option.

If you do not know how to include bootstrap to your theme, you should try to google it or check the following links:
