I have a membership form using commerce. I have finally got it all working correctly except that it has now stopped creating the user.

It was creating them originally, and I have just been working on the notification form. Just got that working and then saw it was no longer creating the user.

When registering the form does send a new user notification, just doesn't create one

Are you using WooCommerce Subscription? If yes, please verify the settings for that as well.

If none of above helps, please share link where you added registration form.

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.

The thing is that on this form - you are creating user with the role "Pending Membership".

I've set the option "Create User" on "Purchase complete" under the section "User status when the payment status updates".

On frontend - I use the following form to register:

And placed the order successfully.

Now, the trick is the order status was set to "Processing" and I edit the following order and set the order status "Completed":

And once I set the order "completed" I see the user is available on user listing page in this case "toolsetusertest":
