Problem:
When editing a Custom Field Group there is no option to add a Repeatable Field Group.
Solution:
The site was made with Types 2 and the migration wizard to update relationships to Types 3 has not been run, and Repeatable Field Groups are built on Types 3 relationships.
The migration wizard at Toolset > Relationships needs to be run.

I am trying to add a repeatable field group in custom fields. Even after assigning the fieldgroup to a CPT the button is not visible (normally it's greyed out).

As a first step, can you
1. check your browser console and PHP logs for warnings/errors, and
2. disable all non-Toolset plugins and switch theme to twentyseventeen in case there is a conflict with another plugin
I did the following:
- disabled all plugins except types. This did not solve the problem.
- checked console. There was no error.
- inspected the element. The button is not hidden by CSS or something.
I did not do following:
- switch themes, since that messes up my widgets and i'm using toolset starter (won't expect that to be the problem; do you?)
If switching themes is likely to cause the problem ofcourse i can do.
So what's the next step?

The Toolset Starter theme shouldn't be an issue itself (I just tested it), but when we ask you to change to twentyseventeen it is partly to use a theme we know works normally, and partly to eliminate any custom code you may have added to your theme's functions.php.
So, if you don't want to switch theme, can you confirm that there is no custom code added? If there is, can you temporarily disable it and check again?
If not, I think I'll need a copy of your site so that I can install it locally and see if I get the same problem (so, the issue may be server related).

The answer is simple in the end.
This is an old site you have updated to Types 3. You need to run the migration wizard to convert existing relationships to the new format for repeating field groups to work (under the hood they are implemented using post relationships).
Make sure you have a backup before running the wizard, and once you have check that the current functionality based upon post relationships still works as expected. The migration attempts to handle custom code that uses related posts and is able to in most common cases, but you should check.

We don't have a tutorial as such, you just go to Toolset > Relationships, and if you already have existing relationships made with Types 2 it will offer to migrate them for you.
You'll see warning notices advising you to make sure you have a full backup before you do.
