I am trying to: Create a Toolset Template using the Block Editor

Link to a page where the issue can be seen: hidden link

I expected to see: A button that I could click to save my page

Instead, I got: A button that I could not click to save my page

The only plugins I have activated are: Access, Blocks, Forms, Types
My theme is set to Twenty Seventeen
All caching cleared and disabled.
After I've made some changes to a template, I am unable to save and lose all changes.
This happens on multiple templates and pages.
I've tried installing the latest version of Gutenberg but get the same results.
