simple pop up - Toolset

hi—
i'd like to create a simple pop up that appears on a page just after you've landed on it (all it needs to contain is text and a button with a link.) the background would be dark, and the popup would have a close button.

i'd like to build this in toolset if possible so as not to download another plugin. is this something i can do in toolset? if so, is there a thread or tutorial i can follow?
