For a custom post type, is it possible to redirect anyone without sufficient ToolSet Access permissions to a specific page rather than to the 404 page (This page doesn't seem to exist). Ideally, to a registration page for a membership site?

Hello. Thank you for contacting the Toolset support.

If there is no read access granted - either you can set a 404 page not found or you can set a content template where on the content template you should add a login form or registration link:

There is no feature to redirect user to specific page or URL.
