I tested without the filter, but it does not change the loading time.
What I do see is:
1. Avada -> fusion pagebuider: opening/saving the page with view shortcode is running the code also in the back end. So this edit page is also slow. Why is code being rendered in the page edit (wp-admin)?
2. The first 21 calls on the nominatim url are status 200 OK, after that they are 429 too many requests.

I would also eventually need to request temporary access (WP-Admin and FTP) to your site. Preferably to a test site where the problem has been replicated if possible in order to be of better help and check if some configurations might need to be changed.
I have set the next reply to private which means only you and I have access to it.
That is strange. There are no restrictions and you are admin user.. When I check this it just works fine.
Is this your ip address? xx.xxx.156.161? Then it could be the application firewall. If so I will switch it off.
Can you please share duplicator package - I will install your site copy to my local machine and check if there is any difference I notice otherwise I will escalate it in front of our Devs.
Never used duplicator, but getting an error when using duplicator: runtime error.
Duplicator is installed in the staging site maybe you can have a look at the settings?
MIght be because this is a bedrock based setup?? Any suggestions.
FYI as found on the internet
Using the Duplicator plugin on a WordPress Bedrock installation is generally not recommended or often fails because Bedrock’s architecture (managed via Composer and Git) conflicts with Duplicator’s assumption of a standard file structure.
An option would be to do a manual migration, I can send you a zip file of website and db.
Or you might use WPVivid plugin for duplication and migration.
