And required doesn't work.

I've created a new field with slug = phone-user and with the same attributes and added it to a form to test it and it worked.

I'm kindly asking you to follow the below steps to try to figure out the issue and solve it.

--The first step is to make sure that there are no conflicts with other plugins or the active theme.
Please deactivate all non-Toolset plugins and activate a default theme (Twenty seventeen) and test the issue and let me know the results.

--Please make sure that there is no custom Js or JQuery affects the form behavior.

If this didn't help, please guide me to replicate your issue. you may provide me some steps or screenshot that guides me.

Or, you can provide me the access to your backend in the next private answer so that I can check the issue my self in your website. please attach the form name and the page that you inserted the form in with the private answer.

FYI, private answer means that only me and you can see and access it.
