Is it possible to set a default screen layout, such as ordering "XYZ" metabox (group of custom fields on the "ABC" custom post type) above the "LMNOP" metabox (a different group of fields on the "ABC" custom post type)?

Hello. Thank you for contacting the Toolset support.

Well - no, there is no such feature exists to order the meta box other than as far as I know, you can drag-drop meta box as per your desired place on post add/edit screen.

Right... but I want to set the default for all users (optionally with the option to disable each user reordering), not having to login as each user and set it for them.

Please add this as a feature request.
