Tell us what you are trying to do?

Create a view layout with Elementor instead of the Toolset Loop wizard. I've created single templates which works really well but just wondering if there is way to do a similar thing with the actual view as opposed to the single template.

Is there any documentation that you are following?

Reviewed the Elementor and Toolset info here but mainly focused on single page templates:

Officially this is not possible.

You can style templates with Elementor that get applied to your content by Elementor, and in those Templates, you can use the Widgets added for Toolset.
You cannot use Elementor to edit the Content Templates, or other items, of Toolset.

You can however if you really need it workaround the issue by creating a template with Elementor that you insert within the wpv-loop HTML tags of the View loop.
That template then will repeat for each post in the loop and hence display the post with that Template.

In this case, you need to be sure to not use Content Templates anywhere on the posts or views:
https://toolset.com/documentation/user-guides/using-toolset-with-elementor-page-builder/create-templates-for-custom-post-types-with-elementor-and-toolset/#limitations-when-using-elementor-and-toolset-templates-together

It's however not how the integration is intended to be used, as above Documentation shows.
