permalink of image in image fields

We need to place in the view the permalink of the image inserted in an image field (so without the domain name (i.e. /wp-content/uploads/2019/09/img-musa-02.jpg) because in case of domain name changes or changes in the http/https format we need those images to be relinked without any other change in the databases.
Is there a way to accomplish that?
