Cant Add a view - Error

I am trying to: 1. add a view

Link to a page where the issue can be seen:

I expected to see: 1. views settings page

Instead, I got: this error "Your security credentials have expired. Please reload the page to get new ones." even when i refresh and log out it still apperas.
